The Paralympic Hopes and Talents Project, a project included in the Paralympic Preparation Program, managed by the Portugal Paralympic Committee (CPP), consists of the set of actions to be taken in preparation for Portugal's participation in the next Paralympic Games, with the contribution of public financial support from the Portuguese Institute of Sports and Youth, IP (IPDJ) and National Institute for Rehabilitation, I.P. (INR). This support is formalized through the signature of the tripartite program contract awarded by the three entities mentioned above.

From the Paralympic cycle 2013-2016, the Paralympic Preparation Program (PPP) started to add the Rio 2016 Paralympic Project and the Organization of the Mission to the Paralympic Games Project (OMJP). The PPP also became part of a plan that encompasses multiple Paralympic cycles in the short, medium and long term, starting with the Rio 2016 Paralympic Preparation Program, which also includes the editions of the Tokyo 2020 and Paris 2024 Paralympic Games .

The Paralympic Hopes Project aims to support the integration of new practitioners in the PPP, aiming at attracting young people from the Paralympic sport who show the potential to become delegations to Paralympic Games.
